SASO SABER

The Saudi Standards, Metrology and Quality Organization (SASO) is a technical government agency in Saudi Arabia responsible for tasks related to standards, metrology and quality. It administers the Saudi product safety program “SALEEM” to verify that imported goods meet the country’s quality and safety standards. Today, virtually all product shipments to be imported into the Kingdom of Saudi Arabia must have certificates of conformity from SASO. The certification process has two stages:

(1) product certification stage and (2) shipment certification stage.

Exporters can obtain these required certifications for Saudi customs clearance through SABER, a platform developed by SASO that allows importers and exporters to obtain SASO certificates electronically. What is SASO?

The SASO Certificate of Conformity (CoC) is specific to Saudi Arabia. It certifies that the goods have been successfully tested and inspected and serves as a passport for the goods to clear customs in KSA.

Who Should Apply? Anyone who ships their goods to Saudi Arabia. Almost all types of shipments except certain categories require SASO CoCs to be shipped to Saudi Arabia.

SASO CERTIFICATIONS PROCESS: –

STEP-1: SABER REGISTRATION SABER is a platform that allows importers and local manufacturers to obtain the required certificates of conformity (both product and shipping certificates of conformity) electronically. The importer must log on to the platform SABER (https: saber.sa) and register their company details and the product(s) they wish to import into Saudi Arabia.

STEP-2: PRODUCT VERIFICATION The SABER system identifies the risk level of the registered product(s) based on the HS code and product category provided. The items regulated by Saudi Arabia TR must be tested by a notified body to provide the required documents such as test reports, quality certificates, risk assessment reports, inspection reports, etc.

STEP-3: PRODUCT CERTIFICATION A Product Certificate of Conformity (PCoC) is issued through the SABER system after conformity to the relevant standards has been demonstrated by proper test reports and documents approved by the SASO Approved Conformity Assessment Body. The PCoC is valid for one (1) year – it is product specific and non-transferable.

STEP-4: SHIPMENT CERTIFICATION A Shipment Certificate of Conformity (SCoC) is required for each consignment that is to be shipped to Saudi Arabia. The importer can obtain the SCoC through the SABER system by uploading the relevant type approval certificates and shipping documents. Once both PCoC and SCoC are available, the product is ready for shipment.
